Alcorcón will allow occasional access to its Low Emission Zone with special permits

The Ayuntamiento de Alcorcón has confirmed the launch of a Zona de Bajas Emisiones (ZBE) that will not affect residents, but will restrict access for polluting through-traffic vehicles. The measure, recently approved by the Junta de Gobierno, introduces special permits for those who, without living in the municipality, need to enter for justified reasons.

According to the Concejalía de Transición Ecológica y Movilidad, residents of Alcorcón will still be able to drive and park with any vehicle. The restrictions will focus on cars without an environmental label and non-residents, although temporary and named permits are foreseen for specific cases, such as visits to elderly relatives, medical appointments, or administrative procedures.

These permits will be linked to a single vehicle per applicant and will be granted after checking the requirements, as set out in the new mobility ordinance. The Ayuntamiento emphasises that the ZBE will not penalise people from Alcorcón, since most of the pollution comes from the A5 and the M50.

The mayor, Candelaria Testa, explained that the ZBE covers the residential area and that vehicles without an environmental label, except for regulated exceptions, will not be able to cross the city from 2030. Exceptions include those coming to care for relatives or to carry out procedures in public services.

Trinidad Castillo, councillor for Transición Ecológica y Movilidad, highlights that Alcorcón’s model is committed to a fair ecological transition, with social criteria and phased planning. The council aims to avoid inequalities and mistakes seen in other cities, opting for a ZBE adapted to the local reality.
