Barcelona will open a major emergency centre at Tres Xemeneies in 2028

The future Cecor will transform the Llac building on Paral·lel. It will improve emergency coordination and double operational space. Investment exceeds 36 million euros. Work begins in 2027 and will change crisis management in the city.

Emergency management in Barcelona will take a qualitative leap with the arrival of the new Operational and Emergency Coordination Centre (Cecor), planned for the end of 2028 in the emblematic Llac building at Tres Chimeneas, on Paral·lel. The City Council will allocate almost 37 million euros to refurbish this currently unused space and turn it into the nerve centre of urban security and crisis response.

The project provides for a comprehensive transformation of the building, which will have 6,763 m² distributed across a ground floor, four storeys and two basements. The intervention will retain the original façade, but incorporate structural, technological and security improvements. The new Cecor will allow Guardia Urbana, Mossos d'Esquadra, Bomberos de Barcelona and the Medical Emergency System to work together in optimal conditions, almost doubling the usable area of the current joint room on Lleida Street.

The centre will have shared control rooms, crisis areas, a press room, areas specific to each service and support spaces. Rest areas, a dining room and terraces will also be provided, with the ground floor as the main entrance and institutional meeting point. The upper floors will house the different emergency services, while the top floor will be reserved for shared and technical uses.

In technological terms, Cecor will be equipped with video walls, videoconference systems, multi-technology communications networks and a data-processing centre with high security and redundancy standards. The works tender will be launched shortly, with an estimated duration of 18 months and a planned start at the beginning of 2027. After the technological installations are put in place, the centre will be ready to enter service at the end of 2028.

The Llac building, in the heart of Poble Sec, is part of the Tres Chimeneas industrial complex, an icon of Barcelona’s urban heritage. Its recovery as an emergency centre reinforces the city’s commitment to modernising key infrastructure and anticipating the security and crisis-management challenges of a metropolis in constant transformation.
