The Parlament to expand its seat next to the Ciutadella with a new building
The Parlament de Catalunya is preparing to expand its seat in Barcelona with a new building next to the Parc de la Ciutadella. The agreement between the Generalitat de Catalunya, the City Council and the Parlament itself seeks to modernise the institution and respond to the current saturation.
The new space will be located on Wellington Street, on the site of the former Guàrdia Urbana stables, a few metres from the historic Palau del Parlament. The project envisages around 13,000 square metres, with a design focused on sustainability, accessibility and energy efficiency.
Beyond gaining space, the extension proposes a transformation in its relationship with citizens. New areas open to the public will be created to bring parliamentary activity closer and facilitate institutional outreach, while preserving the heritage value of the current building.
Growth will also involve adjustments to mobility in the surrounding area. The plan envisages reducing road traffic and encouraging public transport, in line with the transformation of Ciutadella, as well as studying the construction of an underground car park.
At present, the Parlament receives hundreds of people every day, with peaks exceeding one thousand on key days. The extension will make it possible to accommodate this growing activity and improve the experience of both workers and visitors.
Integrated into the Ciutadella del Coneixement project, the new building reinforces the park's role as an institutional and cultural hub. The operation seeks not only to extend the Parlament, but also to bring it closer to the city's everyday life in a space that is increasingly open and dynamic.
