Barcelona launches a grant scheme to achieve a 100% electric, zero-emission moped fleet by 2030
Barcelona wants to accelerate its ecological transition and will do so by tackling one of the city’s most numerous and polluting vehicle categories: mopeds.
The City Council has announced a new aid programme, in force from 2026 to 2030, to replace 20,000 combustion-engine mopeds with electric models, with an initial budget of close to 15 million euros.
For the first time, the city is activating a specific plan for this type of vehicle, traditionally overlooked in public renewal policies. The goal is clear: a 100% electric moped fleet by 2030, as part of Pla Clima and the municipal strategy to reduce more than one million tonnes of CO₂ in five years.
To receive the aid, it will be compulsory to scrap the combustion-engine moped, and the grant will be 600 euros, an amount that can cover between 16% and 40% of the price of a new electric moped. Purchases made from 1 March 2026 may qualify for this incentive once the rules are finally published.
The council says the procedure will be straightforward: only two documents will be needed — the purchase of the new moped and the scrapping certificate. Barcelona de Serveis Municipals depots will offer this service free of charge.
There are currently 32,000 registered mopeds in the city, of which around 24,000 are still combustion-engine models. They account for around 3,000 tonnes of CO₂ a year.
The programme also includes the rollout of a network of battery-swapping stations, with an additional investment of 3 million euros over four years. It is planned to install 64 new points, with aid of up to 45,000 euros per station, covering a maximum of 60% of the cost.
This system — intended for mopeds with removable batteries — will operate as a complement to Endolla’s thousand municipal charging points and will facilitate faster electrification of the vehicle fleet.
Mayor Jaume Collboni stressed that the plan represents “a point of connection to make the transition to electric vehicles easier without leaving anyone behind”. The aim is for both individuals and companies to be able to join this transformation.
The initiative has the support of the leading organisations in the sector, such as Anesdor, Motoristes per Barcelona and P(A)T, through the Observatori de la Motocicleta.
