Barcelona will put the brakes on electric scooters: compulsory insurance and registration in 2026
The era of unregulated electric scooters is coming to an end.
From January 2026, any personal mobility vehicle travelling in Barcelona — from scooters to segways or hoverboards — will have to have third-party liability insurance and be entered in an official DGT register.
The reform, approved by Congress in July, seeks to prevent accidents without compensation and insolvent drivers, with the Consorcio de Compensación de Seguros acting as guarantor of payments when the insurer cannot meet them.
The change comes after years of complaints about the speed and lack of control of these vehicles, some modified to exceed 60 km/h despite legal limits. With the new register and compulsory insurance, Barcelona wants to turn the scooter into an ally of sustainable mobility… but under clear rules and with responsibility for everyone.
