Catalonia takes a historic step and regulates temporary and room rentals

The Parlament de Catalunya has approved an unprecedented law in Spain that regulates seasonal rentals and room lettings for the first time. Its main aim is to curb rising prices and prevent abuses by landlords.
The new regulations place these contracts on an equal footing with standard rental agreements. From now on, prices will be limited by the official reference index. In addition, landlords will have to justify the reason for the temporary rental, such as study or work.
The law also extends social-housing protection, prolonging safeguarding measures for the most vulnerable tenants. A specific register is being created for large owners of empty homes, allowing the administration to exercise greater control over the housing stock.
With this initiative, the Govern seeks to strengthen tenants’ rights and provide the administration with new tools to intervene in the housing market. The measure has been received with anticipation by both those affected and sector stakeholders.
