Catalonia keeps the rent cap and expands the list of municipalities

The rent price cap will remain in place for at least another year in Catalonia. The extension will keep the restrictions in much of the region, although the updated map includes changes that will affect both those looking for a flat and property owners and current tenants.

The new review removes 22 municipalities from the regulations, including Granollers, Reus and Lleida. In these localities, upcoming contracts will no longer be subject to the same conditions as in areas declared to be under pressure.

At the same time, 53 new municipalities are joining the control system. Inclusion on the list means that the price of new rentals must be adjusted to the limits set out in the regulations and to the characteristics of each contract and dwelling.

The changes respond to market developments, price levels and the financial effort households must make to pay rent. The map is reviewed to identify where housing pressure has increased and where the established requirements are no longer met.

In Barcelona and much of its metropolitan area, regulation will continue to condition the available supply and the negotiation of new contracts. For those looking for housing, checking whether the municipality is included will be a basic step before signing.

The regulations seek to curb disproportionate increases and give tenants greater stability. Their application, however, continues to generate debate about the effect it may have on supply, the withdrawal of flats from the market or the evolution of prices in the medium term.

Contracts already in force do not change automatically because a municipality enters or leaves the list. The impact is concentrated mainly on new signatures, renewals and specific situations provided for by the regulations.

The change leaves a different rental map for next year, with municipalities leaving the controls and others entering them for the first time. Knowing which group each locality belongs to will be key to calculating prices, preparing a move or renegotiating a contract.
