The Supreme Court halts urban development at Cuatro Caminos and demands accountability

The future of Cuatro Caminos has taken an unexpected turn following the decision by the Tribunal Supremo, which has definitively annulled the urban development plan for the Cocheras. The ruling, now final, brings years of litigation to a close and forces a rethink of how to use this key site for the neighbourhood’s mobility and identity.

The decision comes after the Tribunal Supremo rejected appeals filed by the Ayuntamiento, the Comunidad de Madrid, Metro de Madrid, and the Sociedad Cooperativa Residencial Metropolitan. The ruling sides with Madrid, Ciudadanía y Patrimonio (MCyP) and Ecologistas en Acción, who had challenged the legality of the project from the outset. In addition, those who appealed must cover the legal costs.

The demolition of the Cocheras y Talleres, designed by Antonio Palacios, took place in 2021. MCyP maintains that if the plan was illegal, so was the demolition, and calls for those responsible to be held accountable and for the damage to Madrid’s heritage to be repaired. The association points out that, sixteen years after the operation began, the plan remains illegal and calls for the original space to be restored.

The ruling is a blow to those who had backed transforming the area with new housing and services. Now, the city faces the challenge of finding a solution that respects both the memory of the site and the current needs of local residents.

The Cocheras de Cuatro Caminos have been a central hub for transport in Madrid for decades. Beyond their logistical role, the complex was a symbol of the city’s modernisation and the growth of the metro. Their disappearance has left a gap in the urban landscape and in the collective memory of the neighbourhood, which is once again at the heart of the debate over how to balance development and conservation in Madrid.
