The DGT delays mandatory registration and insurance for electric scooters and VMP

The Directorate-General for Traffic (DGT) has decided to postpone the entry into force of the registration requirement and compulsory third-party liability insurance for electric scooters and other personal mobility vehicles (VMPs). The measure, which was due to apply from 2 January 2026, has been suspended for purely bureaucratic reasons, since the royal decree governing this obligation is still being processed and no new date has been set.
This means that, when 2 January arrives, users will be able to continue travelling without having to register their VMP in the register or take out third-party liability insurance. The DGT has confirmed that the regulations will not be enforceable until the final text is approved.
However, the situation changes for VMPs considered heavy. Those vehicles weighing more than 25 kg and reaching over 14 km/h will have to have compulsory insurance, even if they are not registered in the DGT register. For these cases, there is a transitional period until 26 January, after which the requirement will be fully in force.
The DGT recommends that users keep an eye on future updates and recalls that the regulations seek to improve road safety and the protection of everyone involved in urban mobility.
