Madrid launches 3,000 affordable rental homes for young people in 8 areas
Madrid activates a new plan to make housing easier to access for people under 35. The Community has awarded the construction of more than 3,000 affordable rental homes under the Plan Vive Solución Joven programme. Works will begin in 2026 and will be managed by several private developers.
The homes will be distributed across eight municipalities in the metropolitan area, in addition to the capital. They include Alcobendas, Móstoles, Tres Cantos and Valdemoro, along with developments in Madrid such as Valdebebas and Ahijones. In total, 3,352 flats intended exclusively for young people are planned.
Access will be limited by several requirements. Applicants will have to be under 35, not own another home in Spain and use the flat as their main residence. Priority will also be given to those who already live or work in the municipality where they apply for housing.
The economic criterion will be key to allocation. Rent may not exceed 35% of the net income of the household, with the aim of avoiding situations of excessive financial strain. This condition seeks to adjust the price to young people’s economic circumstances.
The plan comes amid growing difficulty in accessing housing in Madrid, where the price of rent remains one of the main obstacles to moving out.
The project will expand the supply of affordable rental housing and make it easier for more young people to continue living close to where they already are. Construction on the developments will begin in 2026 and they will gradually enter the market in the years that follow.
