Record support for self-employed people in Madrid: 36 million boosts entrepreneurship

The Community of Madrid closed 2025 with a historic milestone: more than 36 million euros allocated to encouraging entrepreneurship and consolidating self-employment. The regional government made a strong commitment to the Zero Rate, which enabled more than 10,500 self-employed workers to benefit from Social Security rebates, with investment of 10 million euros.

Aid for creating new businesses covered up to 80% of justified expenses, with a maximum of 4,580 euros per person. This amount will increase by 40% in 2026, according to official forecasts.

Digitalisation was another key pillar. A new programme, financed with 7.9 million euros from the Recovery and Resilience Facility, trained 5,000 entrepreneurs in the last four months of 2025. The aim is to reach 24,000 people in tools such as AI, data science, cloud and 5G technology before 2026.

More than 500 self-employed workers and SMEs accessed consultancy and mentoring services, while close to 1,000 took part in entrepreneurial-skills courses to strengthen their projects.

Support also reached cooperatives, worker-owned companies and integration enterprises, with 5.7 million euros distributed among 500 beneficiaries. In addition, more than 1,500 people received advice and training through agreements with social-economy bodies.

Aid to promote social responsibility and work-life balance totalled 14.1 million euros, benefiting 2,400 entities. Agreements with self-employed-worker and young-business organisations strengthened support, especially in small municipalities.

The result: Madrid closed the year with 441,158 self-employed workers, the highest figure recorded to date. A year of records and figures that set a trend.
